Many self-appointed experts in the press proclaim that millions of people are immigrating to the United States each year. Some claim that jobs are being taken away from Americans and that immigrants are a drain on the U.S. economy. A common myth is that immigrants are overrunning America and have no interest in becoming part of America. The truth is quite different. A careful look at actual facts paints a far different picture about immigration in the United States.

Legal immigration to the United States in 2006 totaled about 800,000 from all countries. In real terms, one legal immigrant was allowed into the United States for every 375 people already in the U.S. Family-sponsored immigrants from all countries totaled about 480,000. Immediate relatives of U.S. citizens (spouses, minor children, and parents) totaled about 240,000 people. Under the category of family-preference petitions (where there is a waiting list) immigrant visas issued totaled about 56,000 for adult children of U.S. citizens, 87,900 for spouses and children of lawful permanent residents (green card holders), and 65,000 for brothers and sister of U.S. citizens. An archaic rule outlining citizenship requirements for commercial fishing vessel crews has both fishermen and Coast Guard officials scratching their heads.

Confusion over the interpretation of the so-called 75/25 rule — part of the 1920 Jones Act — has made some green card holders concerned that they might be violating federal law if they continue to crew on fishing vessels.

Coast Guard spokesman Lt. Cmdr. Benjamin Benson clarified yesterday the rule does not limit the number of green card holders who can crew on a fishing vessel. Instead, it requires that no more than 25 percent of unlicensed crew members may be “non-resident aliens holding H-2B visas,” Lt. Cmdr. Benson said.

He noted that captains of fishing vessels can only be U.S. citizens, not green card holders.

H-2B visas are granted to temporary non-agricultural workers with sponsoring employers. They are used in such industries as landscaping, seasonal construction, fisheries, retail and other industries, according to the U.S. Chamber of Commerce. (more…)

Federal authorities say they have broken up a ring that allegedly used sham marriages to obtain green cards for foreign nationals by linking them to U.S. citizens in exchange for cash payments.

An indictment unsealed Monday accused nine U.S. citizens and nine Eastern Europeans of marriage fraud. Authorities said the U.S. citizens were paid up to $5,000 for each marriage and worked with each other to make the fake relationships appear real.

“The U.S. citizens took steps to further each other’s marriage frauds, including driving each other to and attending each other’s weddings and posing for photographs after the weddings,” the indictment said, “well knowing that the photographs were to be used to support the legitimacy of the fraudulent marriages.” (more…)

The White House is poised to begin an effort this week to resurrect the immigration bill that was pulled off the Senate floor Thursday, with administration officials insisting another two days of debate could ensure passage of the contentious legislation.

Saying the measure is “alive and well,” the administration blamed the Democratic Senate leader, Sen. Harry Reid of Nevada, for prematurely abandoning efforts to have the bill passed, saying that President Bush would go to Capitol Hill tomorrow to lobby for the legislation.

The legislation was proposed by a bipartisan group of senators who had worked for months on a “grand bargain” that eventually would give illegal immigrants a way to stay in the United States legally, a provision insisted on by Democrats, but also stepped up border enforcement, a provision demanded by Republicans. The Emirate will soon have six new schools to cater to the growing demand for quality education.

The Knowledge and Human Development Authority’s (KHDA) newly formed agency, School Agency, unveiled the opening of the new schools for the upcoming academic year 2007-08.

The schools, Repton, three EMAAR Education schools, International School of Arts and Sciences and GEMS World School will start operations from this September.

The Repton School (affiliated to UK-based Repton school) will follow English National curriculum and will be located in Nad Al Sheba. The school will have an initial capacity of 500 students from KG to grade eight and at the beginning of the fifth year, it will cater to 1500 students.

The three EMAAR schools (affiliated to Raffles International of Singapore) will be located in the Umm Sequim area and follow American, British and IB curriculums. Initially, it will have 300 students from KG to grade eight and about 1500 students in the fifth year of operation. (more…)

The Senate rebuffed an attempt to make it harder for 12 million undocumented aliens to obtain legal status in a proposed overhaul of U.S. immigration laws.

The Senate voted 51-46 to reject an amendment proposed by Texas Republican John Cornyn that would bar legal status for aliens who ignored deportation orders or were convicted of identity fraud, such as using fake Social Security cards to get jobs. Later, the Senate approved another Cornyn amendment to let immigration authorities share information from applications for legal status with law-enforcement officials.

Opponents of the defeated amendment, including Massachusetts Democrat Edward M. Kennedy, an architect of the immigration compromise, said the change would bar hundreds of thousands of undocumented immigrants who otherwise would be offered legal status under the legislation. (more…)

A broad bipartisan immigration deal was threatened Tuesday as the Senate prepared to vote on a Republican proposal to make it harder for millions of illegal immigrants to qualify for green cards.

The proposal by Sen. Wayne Allard, R-Colo., would eliminate extra points that illegal immigrants could get toward lawful status for work done while they were in the U.S. illegally, owning a home, or having health insurance. The proposed merit-based system would award the most credit for employment criteria such as education and skill level.

The Senate also planned to consider a bipartisan bid to require employers to recruit U.S. workers before giving a foreign laborer a job under the measure’s controversial new temporary worker program. (more…)

Even as President George W. Bush was lashing out at right-wing critics of his immigration policy, there was related action on another front. The timing was almost certainly coincidental. Still, it has to have been a little disconcerting to the Bush administration that even as the chief executive was defending his immigration package, a new immigration issue was popping to the surface — one with the potential to generate even more heartburn for the White House.

Out of Washington Wednesday came word that the cost of the coveted “green card” — the document that represents an immigrant’s first step toward U.S. citizenship — will soar from the present level of $395 to a breathtaking $930, plus an extra charge of $80 for mandatory fingerprinting: a total of $1,010. It could represent a huge obstacle for would-be immigrants trying to gain U.S. citizenship in accord with the law. (more…)
