At first glance, the U.S. green card lottery sounds like an exciting chance to make some cold, hard cash. However, this is no simple lottery that consists of scratching tickets or picking numbers. The Green Card Lottery, also known as the Diversity Immigrant Visa Program, is run by the United States government. It makes approximately 55, 000 immigrant visas available to people of other countries that have low immigration rates to the United States.

An applicant who receives a Diversity Immigrant visa is allowed to permanently live and work in the United States. They may also bring their spouse and any unmarried children under the age of 21 along with them. When granted permanent residence through the Diversity Immigrant Visa Program, the cardholder can work at any job and/or start a business.

How it Works

The U.S. Government holds the U.S. Green Card Lottery each year, and randomly chooses about 110, 000 applicants from all qualifying entries. Each region’s entries are individually numbered when they reach the Kentucky Consular Center. At the end of the registration period, entries are randomly selected from each geographic region by a computer. Within each region, the first entry picked is the first case registered, the second entry is the second case registered, and so on. All entries from each geographic region have an equal chance of being randomly chosen.

A counsellor at the United States Embassy, Mr. Michael Evans has warned Ghanaians to desist from fraudulent marriages arranged to benefit from the Diversity Visa (DV) lottery programme.

Fraud marriages, he said, make it harder for legitimate people to get their visas.

Speaking at a press conference in Accra, he said the US Embassy takes the issue of fraud very seriously and has made several arrests involving fraudulent marriages arranged to benefit from the DV programme.

“We work with the CID to identify and arrest those involved in perpetrating the fraud”, he said.

All marriages, he said, now undergo careful scrutiny because of the huge number of fraud marriages submitted during the application period. (more…)

Q. I won the green card lottery in 1998. My wife and I applied for permanent residence, but the USCIS never approved our case. Do I have a chance to get my residence based on that lottery win or should I just forget it? Though we were never called for an interview, we got the authorization for several years. Eventually the USCIS denied our request to renew our employment authorization.

A. It is extremely unlikely you can revive your old lottery case. When the U.S. Department of State picks a lottery winner for a particular year, the winner must get residence within that year.

If he doesn’t, he loses his right to residence based on that lottery win. That’s true regardless of whether it is the fault of the applicant or the government. The fiscal year for which you won began on Oct. 1, 1997, and ended Sept. 30, 1998. (more…)

Washington — Applicants for the United States’ 2009 Diversity Visa Lottery (DV-2009) are encouraged to enter early in the two-month registration period because excessive demand might slow down the system as the deadline nears, according to the State Department.

The Diversity Visa Lottery registration period will be October 3 to December 2, 2007, the State Department announced September 25.

The Diversity Visa Lottery winners are selected in a computerized random drawing. Persons whose names are selected may apply for one of 50,000 Diversity Immigrant Visas made available each year. These visas are available only to persons from eligible countries with low immigration rates to the United States, according to the rules of the DV program.

Registration for the Diversity Visa Lottery is free. Persons seeking to enter the lottery must register online through the designated Web site (www.dvlottery.state.gov/), and digital photos must be submitted with the registration form. Paper entries will not be accepted.

The Department of State Kentucky Consular Center in Williamsburg, Kentucky, will notify the lottery winners by mail (NOT e-mail) between May 2008 and July 2008. The winners will be provided instructions on how to apply for DV-2009 visas, which will be issued between October 1, 2008, and September 30, 2009. (more…)

A Permanent Resident Card, commonly known as a Green Card, is evidence of your status as a lawful permanent resident with a right to live and work permanently in the United States. It also is evidence of your registration in accordance with United States immigration laws. The Permanent Resident Card is also called Form I-551.

What Does the Law Say?

Section 264 of the Immigration and Nationality Act provides that, “Every alien in the United States shall be issued a certificate of alien registration or an alien registration receipt card in such form and manner and at such time as shall be prescribed under regulations.”


It also states, “Every alien, eighteen years of age and over, shall at all times carry with him and have in his personal possession any certificate of alien registration or alien registration receipt card issued to him. Any alien who fails to comply with [these] provisions shall be guilty of a misdemeanor.”

The specific requirements and procedures for applying to renew an expiring permanent resident card are set forth in the Code of Federal Regulations [CFR] at 8 CFR § 264.5. (more…)

Green Cards are set to become elusive soon. A new move by the US Congress to legalise over 12 million illegal immigrants, including an estimated 3,00,000 Indians, proposes to restrict the current family-based immigration system that many Indian Americans rely upon to reunite with their family members.

While the legislation will open the doors for these Indian Americans to live and work in the US, their future settlement will depend on their education, skills and how they benefit the US economy.


This, Indian American groups claim, threatens to affect their interests adversely as it moves away from the family-oriented process, which is currently in place, and puts the parents, children and siblings of citizens and Green Card holders in the firing line. (more…)

How will I know if I won the DV-2008? And when will I be notified?

After the individuals have been selected at random from among all qualified entries through the State Department E-DV lottery computer program, they will NOT be notified by email. Those selected will be notified only by letter through the mail between May and July 2007 at the addresses listed on their E-DV entry. Only the randomly selected individuals will be notified. Persons not selected will NOT receive any notification. U.S. embassies and consulates will NOT be able to provide a list of those selected to continue the visa process.

Kentucky Consular Center (KCC) will send the letters notifying those selected. These letters will contain instructions for the visa application process. (more…)
