What is a Permanent Resident Card?

A Permanent Resident Card, commonly known as a Green Card, is evidence of your status as a lawful permanent resident with a right to live and work permanently in the United States. It also is evidence of your registration in accordance with United States immigration laws. The Permanent Resident Card is also called Form I-551.

What Does the Law Say?

Section 264 of the Immigration and Nationality Act provides that, “Every alien in the United States shall be issued a certificate of alien registration or an alien registration receipt card in such form and manner and at such time as shall be prescribed under regulations.”


It also states, “Every alien, eighteen years of age and over, shall at all times carry with him and have in his personal possession any certificate of alien registration or alien registration receipt card issued to him. Any alien who fails to comply with [these] provisions shall be guilty of a misdemeanor.” (more…)

If you are planning to apply for the DV 2009 Green Card lottery, there are a few things you must be aware of. One is that a photo is required with all application. The entry will be disqualified if all required photos are not submitted

Recent photographs of the applicant and his/her spouse and each child under 21 years of age, including all natural children as well as all legally-adopted and stepchildren.


Except a child who is already a U.S. citizen or a Legal Permanent Resident), even if a child no longer resides with the applicant or is not intended to immigrate under the DV program, must be submitted electronically with the Electronic Diversity Visa Entry Form. (more…)

For DV-2008, natives of the following countries were NOT ELIGIBLE to apply because they sent a total of more than 50,000 immigrants to the U.S. during the last five years:

Q. Should I give up or fight? I won the green card lottery for 2007-2008. I came here as a visitor. Is it true that because I overstayed more than one year that I can’t get a lottery green card?

A. It may seem like a cruel joke, but it is unlikely you’ll ever get a lottery green card. Here’s why. As a 2008 Diversity Visa lottery winner, you must get your immigrant visa by the end of the 2008 government fiscal (recordkeeping) year, Sept. 30, 2008. If you don’t, you lose your rights as a 2008 lottery winner.


Because you are an “overstay,” you must interview abroad unless you qualify to interview here under the “245i” law. Having overstayed so long, once you leave, you become subject to a 10-year bar to permanent residence. With your rights under the lottery program expiring on Sept. 30, 2008, the bar effectively makes you ineligible for a lottery visa. (more…)
