In New Haven, Connecticut, a controversial identification card program gets underway at a time when the country is debating illegal immigration.



The Elm City Resident Card offers city privileges to both legal residents and undocumented workers in the community. It is the first city in the U.S. to take the inclusive approach.



Today, the city of New Haven begins handing out municipal identification cards to its residents including an estimated 10,000 illegal immigrants working in the community.

New Haven’s mayor is heading the controversial program, the first in the nation to extend city services to undocumented workers that include library privileges and the chance to open a bank account.






New Haven Mayor John DeStefano says “we’re here because of the failure of the federal gov’t, the president and the congress, to come up with a resolution on both border security and appropriate and reasonable immigration limits.”

Residents opposed to the program say taxpayer money should not be used to support illegal immigrants and that the ID card will instead become a calling card that New Haven is a safe haven for undocumented workers.

Dustin Gold, who opposes the program, says “if we don’t stop this in the city of New Haven now it’s going to spread like wildfire through the country.”

It is a debate playing out nationwide, where many communities are cracking down on illegal immigration. But today, New Haven so far is the first city to recognize undocumented workers as vital members of the community.

Just 100 miles from New Haven, officials in Suffolk County, New York are taking the opposite approach, arresting illegal immigrants and fining businesses that use undocumented workers.
