The bill has been pushed by Gutierrez, who is an ardent Democrat and a strong Latino aide of Obama. It remains to be seen as to how the bill goes down with the common man on the streets because if the bill does ever become law, there will be a sudden spurt in the number of people who can legally compete for a job and in these times of joblessness, many people consider the thought a very uncomfortable one. The objective of the bill is to encourage illegal aliens to register with the government if they have clear backgrounds, pay a $500 fine, and demonstrate English speaking skills. This would make them eligible for a six-year visa that could be then replaced by a green card finally leading to U.S citizenship. Apparently both the republicans and the democrats are not too hopeful of the bill being passed anytime soon. It lacks a broad-based vision to tackle illegal immigration, improve border security, plan for labor shortfalls in the coming years, and punish those employers that enroll illegal migrants into their staff. The bill stipulates that employers first consider and hire a legal US resident before considering an H-1B visa holder. The bill stipulates an increase in the wages of a skilled H-1B visa holder. The bill apparently aims to make it easy for immigrants to integrate with the community. Immigrants can produce a high school degree certificate or show that they are making an effort to learn English. The bill proposes tax credits for teachers that teach English as a second language and also for employers that offer English language classes. The bill also touches upon the issue of around nine million legal residents that can take up US citizenship presently but have not done so as yet.
