It used to be that green cards for non-citizens authorized to live and work in the United States never needed to be renewed.

That changed in 1989, when the Immigration and Naturalization Service — a precursor of the current Department of Homeland Security’s U.S. Citizenship and Immigration Services — began issuing the permanent legal resident cards with a 10-year expiration date requiring periodic renewals.


According to a recent USCIS news release, there are about 750,000 bearers of cards issued between 1979 and 1989 who might have to pay to replace their green cards if a proposed change takes place. USCIS is inviting the public to comment by Sept. 21.

The proposed rule would require the affected green card holders to file an application to replace their permanent resident card with one bearing updated photo, fingerprint and other biometric information.


“There are grown men walking around with a green card that has a picture of them at age 14,” said USCIS northwest region spokeswoman Sharon Rummery.

“It’s not useful as ID,” she said.

The proposed new cards are touted as having “greater security” and being “more tamper-resistant,” according to the press release, and they would have an expiration date as do current green cards.

A 120-day filing period would be granted to affected holders of the old cards, and all green cards without an expiration date would be terminated.

Card renewal fees totaling $370 would apply, and e-filing would be possible under the proposed rule.

Those affected could choose — and are encouraged by USCIS — to apply for naturalized citizenship rather than renew their green card, but naturalization application fees totalling $675 would apply.
